The City of Terrace is currently looking for qualified applicants to fill the regular, full – time position of Accounting Clerk V (Finance Clerk). Under the direction of the Director of Finance, this position administers a variety of Finance activities and performs accounting, clerical, secretarial and administrative duties for the Finance Department.

Examples of Work Performed:

Administer building, property, liability and third party insurance coverage;
Administer and report on the operations of the transit system including Annual Operating Agreement and budget;
Administer the Local Area Service Parcel Tax approval process following construction;
Administer the Local Area Service Parcel Tax collection from the property owner and the subsequent unpaid amounts borrowed from the Municipal Finance Authority through the Regional District;
Administer the setting up of new general ledger codes including the budget codes, responsibility codes, type, and project tracking accounts;
Coordinate the collection of data and prepare the invoices to PEP for emergency response and recovery funding following the PEP guidelines;
Coordinate and track all grant applications and ensure approved funding is collected in a timely fashion;
Prepare and submit the annual Federal Gas Tax reporting forms and reconcile to the annual financial statements and 5 Year Plan;
Coordinate, invoice, budget and report on the Regional District cost sharing revenue;
Gather, analyze and interpret financial-related information and data, and prepare reports and recommendations, as required;
Solve problems and work with all finance functions;
Prepare bylaws, tenders, contracts and Request for Proposal, as required;
Liaise independently with various Provincial Ministries and agencies, the public and others, as required;
Support the Director of Finance with budget, year-end working papers and accounting related tasks;
Maintain records and files regarding general departmental business;
Calculate and prepare payment schedules, accrued interest, benefits costs, statistics, account reconciliation, tax calculations and budgets;
Perform the Payroll function including enrolment and termination, job costing, calculations, reconciliation and remittance of Union dues, employee benefits, WCB and CCRA, and year-end accounting and records, as required;
Provide backup and relief for other Finance Department positions and office overload for various City Departments, as required;
Other related duties.

Minimum Training and Experience:

Secondary school graduation;
Computer experience, preferably in a Windows environment using Vadim software, Word and Excel;
Minimum of five years of hands-on full-cycle accounting experience;
Minimum of two years' payroll experience, preferably in a Unionized environment;
Completion of Accounting diploma or equivalent formal education;
Demonstrated ability to use financial formulas and spreadsheets;
Demonstrated ability to reconcile accounts;
Excellent oral and written communications skills including report writing;
Strong analytical and problem-solving skills;
Accurate typing speed of 50 w.p.m.;
Familiarity with general ledger structure;
Ability to work independently, set priorities, organize work, accomplish tasks and assignments, meet deadlines and manage a large volume of work with ever-changing priorities in a flexible manner with accuracy and attention to detail, often under pressure;
Ability to deal tactfully and effectively with co-workers and the public;
Valid Class 5 B.C. Driver's Licence.

This is a regular, full time Union position (CUPE Local 2012) with a 35 hour work week.

Terrace, the regional business centre for the area, is located approximately 550 air miles northwest of Vancouver. The City is located on a series of natural flat benches, or terraces (hence the name) within the broad Skeena River Valley. The proximity to the ocean (approximately 60 kilometres - 37 miles), the low altitude (60 metres - 196 feet above sea level), and its location within the shelter of the Coast Mountains has created a natural "greenhouse" effect. Rainfall is less than half of that found on the coast and temperatures are moderate - warm enough to permit the growing of fruit orchards and specialty crops, including peaches, for those with a green thumb and some TLC. 

Terrace's economic advantage lies in its location. It is strategically placed at the geographic centre of Northwest B.C., and is the hub for highway, rail and air transportation routes. As a result, the City is the location for many of the region's business, retail, medical and government services. Terrace's market population numbers approximately 70,000 and includes the cities of Kitimat, Prince Rupert and Stewart, as well as the surrounding First Nations communities.
