We are currently seeking a Manager, Payroll and Tax Filling Operations to lead one of our delivery teams.  This role will report to the Senior Manager, Payroll Operations within our HR Shared Services team.
The ideal candidate will have a love of technology and proven track record in successful relationship management, project management and service delivery for Payroll services. They are a creative problem solver and a proactive agile learner who enjoys working in a fast-paced environment. They are diligent and focused on details, particularly with communication, follow-up and documentation.


Ideal candidate also has: 

•    Experience in managing team of operational and payroll specialists
•    Experience with case management tools
•    Experience with Oracle Cloud HCM or similar cloud payroll technology
•    Strong working knowledge of quality control and auditing standards
•    A desire to continually learn
•    Ability to communicate and collaborate with business partners and internal team members


•    BA or Masters in Accounting or HR related field or an equivalent combination of education and experience sufficient to successfully perform the essentials functions of the job. 
•    Certified Payroll Professional designation (PCP, CPM, CPP) preferred.
•    Minimum of 10+ years payroll accounting experience in high volume payroll environment
•    Minimum of 5 years managing an operation team.and 3 years leading projects and/or process improvement initiatives.
•    Strong analytical and problem solving skills are required, with the ability to identify root cause of issues, and ability to collaborate and solve problems permanently and efficiently. 
•    Strong computer skills and proficient in Excel, Word, Outlook and HRIS payroll and timekeeping systems.
•    Experience with Cloud based HCM (like Oracle HCM) and Kronos software preferred. 
•    Exhibit a strong service orientation and customer focus.


•    Oversee the accurate calculation and payment of salaries, wages, complex commissions, bonuses, and taxes, and ensuring compliance with payroll regulations. 
•    Manage the processing of HR programs as it relates to pay including transactions, relocation, severance, tuition reimbursement, etc. in adherence to company policy. 
•    Manage payroll related activities including but not limited to liens, garnishments, tax changes, timekeeping exports, check exceptions, leave accrual adjustments and PTO payouts.
•    Own the timely and accurate review and reconciliation of Health and Welfare programs while partnering with key stakeholders in the resolution of any variances. 
•    Ensure internal audit processes and procedures are in place to support payroll, systems and operational data integrity.
•    Partner with HR managers and Financial Accounting to ensure earning codes, deduction codes, and General Ledger accounts are set up for proper taxation and payment. 
•    Manage fiscal and calendar year-end processing of all payroll and timekeeping year end close out. 
•    Act as backup for Payroll Specialist during peak periods, employee absences, or staffing emergencies.


•    Manage the HR services, procedures and processes that are considered value added, measurable, directly tied to business objectives and aimed at increasing success and satisfaction. 
•    Oversee approval workflows related to status changes and Manager and Employee self-service systems. 
•    Oversee program to optimize operations across the HR Team, and the business to ensure excellence in execution. 
•    Evaluate, implement and enforce the use of audit tools to help maintain operational data integrity and prevent errors. 
•    Partner with HR managers in cultivating an environment focused on continuous process improvements to create efficiencies and enhance teammate experience. 


•    Oversee the management of the HR Risk Management program ensuring that audit controls are maintained according to legislative, Risk Management and Internal Audit programs. 
•    Manage the administration of all payroll, compensation and timekeeping related activities and records in accordance with company policy and all legislative, province and local laws & regulations. Partner with finance, audit, compliance and legal as needed. 
•    Maintain knowledge of current and developing legislation affecting payroll in order to ensure compliance. 


Manage and Coach
•    Manage and coach a team of specialists looking for growth opportunities, engagement in projects and initiatives as well as stretch assignments.
•    Actively work to promote and recognize performance while addressing concerns proactively.
•    Monitor quality of work to ensure direct reports adhere to organizational policies and procedures and government regulations.
